Brassiere L'ecole. Reservations a few days ahead would probably be a good idea. Be sure to try the pommes frites.
Sooke Harbor is truly world famous - its' about l7 miles from Victoria. I haven't eaten there myself - but on my to do list someday. You can try googling it for more info.
I am not familiar with any places for you to go, but you can always check Chowhounds and look for Victoria Canada. I think there were 50 or so places discussed. Hope this helps

Cost in 2004 was $50 per person, plus tip, plus tax, plus another $20 because we said "yes" when the served asked if we wanted champagne cocktails.
It's called "high tea" but some Canadians there (our host and other guests at the B&B we stayed at) sneered at that term. They felt "high tea" should include a substantial meat item with the meal.
Started out with strawberries and cream, then a tiered tray with (per person) 4 quarter pieces of crust-less sandwiches (1 each of 4 varieties), 2 small biscuit scones, 2 tiny short bread cookies, 2 petit fours (one chocolate, one white cake with raspberry filling), one piece of chocolate...and all the tea you can drink.
