Does an image have to be on a URL to be able to post it here (in link section)?

Unless your computer is a server.....

that can be accessed by all, then it needs to be posted to a website, then you put the URL for that website into the "Image URL" field.
Actually, now that I think about it, even if your computer is acting as a sever, it would still need to have a URL.
So the answer is, a URL is needed.

That is mostly true, I just want to clarify...

Judy said to put the URL to the website in the Image URL field. That's not really correct. You have to post the URL to the photo, NOT the URL to the website.

It's like this...if you view a website with a photo on it, you see the URL of that page in the Address bar of your browser. But the photo itself has another URL all it's own - you can tell what the photo's URL is by right clicking on the photo (Windows users) and selecting "Properties". The Address URL that shows up there is what you need to put in the Image URL box in order for the photo to show up in your message.

Here are some websites that allow you to upload your photos for free...

and also allow "direct linking" or "hotlinking" meaning that you can post the image URL here and have it show up in your message.

http://www.freeimagehosting.net/

http://www.picfury.com/

http://tinypic.com/

http://www.theimagehosting.com/

I haven't ever tried any of these, but they are free and will most likely work for you if you want to post your pictures online here or elsewhere. Hope that helps!)
