Has anyone used the Wilton spray mists? If so, any hints?

Based on poor experience with this type of thing in the past, and reading about successes,

you need to have something you can get to lay completely flat against the surface of the icing, and you also need to make sure you are spraying directly down onto the surface at a 90º angle, or the spray will go under the cutouts.

The cute shamrock cookies the blog post references earlier used acetate for the pattern. It would give a clean edge, which is also what you would need for the spray to look good.

Good luck!
