I wanted to make shortcake last night. Didn't have enough regular flour , I do have bread flour.

I wouldn't if I were you. Bread flour has more gluten in it

I think to make the bread rise better, and so it might cause your cake to be a little chewy or tough. Looks like a nice recipe though.

 
I agree with Dawn - don't do it. The carrot cake has a lot more liquid in it, which could counteract

the chewiness a little, although from the photo it looks too dense and chewy for my taste. Anyway, I definitely wouldn't use bread flour for shortcake or any other cake for that matter.
