I'd use a white permanent marker

You could also try dishwasher rack paint. Heat and water resistant.

I would scratch the measure onto the plastic, either . . .

On the handle or on the bottom of the cup.

The plastic might be easier, but if you had a carbide tipped "hand engraver" you could do it on the handle maybe.

That's what I did for the aluminum dial on our old (circa 1965-70) built in oven! I used a nail or a screwdriver if I remember correctly.

If you scratch it in, you might be able to get a better surface to paint / use nail polish etc....
