Saw this on a menu of one of my favorite eateries and the waitress described it as "basically stuffed cabbage inside out". Anyone have a recipe?

Stuffed Pepper Soup

Amount Measure Ingredient -- Preparation Method

2 lbs beef -- ground
28 oz tomato sauce
28 oz diced tomatoes -- undrained
2 cups long grain white rice -- cooked
2 cups green bell pepper -- chopped
1 Tbsp red wine (or any other type) vinegar
2 beef bouillon cube
1/4 cup brown sugar -- packed
2 teaspoons salt
1 teaspoon pepper

Brown beef, drain, and add remaining ingredients. Bring to a boil, then reduce heat and cover, allowing to simmer for 45-50 minutes.
