I made this dish last night but instead of going to all the work of individual paper packets, I put the layers into a dutch oven and proceeded with the oven cooking. It worked very well. It is not a dish that I would serve to guests but was great for the two of us. Very tasty, and I made it several hours ahead. The spaghetti soaked up most of the liquid but it was replaced as the fish and tomatoes/veggies cooked. It is a bit work intensive for summer. Thank goodness my husband is my sous chef.....he does most of the clean-up of dishes.

 
Glad it was good. If your fish pieces don't fit the "footprint" of the bottom of the lunch sack ...

then it is awkward to place the fish in the bag. I used tongs to get the spaghetti inside. I think parchment packets the next time I do this.
