Two reasons: 1) There's room for misreading ("a complete sentence inside and outside"). 2) It's

arguably a separate independent clause with an understood subject and verb ("and (it goes) outside if").

 
And where is the Transitive Vampire when one needs him???

Our company is using a style guide--the problem is, this came from the customer and no one

caught it. Right now it's on every military terminal for the early production version. I want it corrected before the full version goes out.

I think our folks are embarrassed, but that doesn't mean we should let it stay that way.
