She's in her thirties, is a lifelong Virginian, professional who owns her own place, funny, smart, etc., but keeps striking out in the dating field. I (naively) thought I could help, but besides recommending at least giving online dating a try, I can't do much from 300 miles away. Well, SIL has a family full of kids/step kids that are in or near college age....
Would be glad to hook your friend up with them. They are in the Glen Allen section of town. Which college? MIL worked at U of R for almost 30 years and both SILs went there.
