NFRC.....question about cell phone calls with just 4 numbers

In the last 2 days I've received 3 calls that just had 4 numbers in the receiving call, as in 1153, 1014, etc. I've never encountered this before and wonder what this strange phenomena is....

I originally thought these must be campaign calls, so I ignored them. I answered one today and they wanted to buy something, I just said no and hung up.

Is anyone familiar with what these 4 numbers are connected to (prisons?)...when I click on them to call back the operator says call cannot be completed as dialed....check your phone book.....

 
Have you tried Google? I look up numbers when they're not familiar - usually find the answer...

 
They're blocked calls, blocked from your caller id! Usually sales, or some

other types of callers that don't want their phone numbers "out there", maybe unlisted numbers. I also had that happen to me when the person was calling from a call center (basically so there was no way you could call them back).
