Question about a cookie recipe. I have a recipe for gingerbread bars.

The recipe says they're a cross between a cake and a cookie. After spreading the batter in a jelly roll pan you sift flour over the top, then sprinkle with sugar.

Why wouls you sift flour over the top? Sounds strange to me.
