Question on dry yeast substitution

When a recipe calls for one packet of dry yeast dissolved in 1/4 cup warm water, and I am going to substitute instant yeast for the dry yeast, do I still add the 1/4 cup of warm water in the recipe? Thank you.

 
Judy I do and what I do is add the yeast to water and with a small whisk whip it to a froth ~ works

every time for me ~ sort of like jump starting the yeast ~ Because of this method my breads or rolls (what ever I'm using yeast for) rises quite well.

I add the yeast to the luke warm water ~ not while the water is cool.
