I made these last year, with the igloo, and I cannot go to the Xmas gathering this year unless I bring "my" penguins. LOL.
New landscape this year: I will make an ocean with blue jello poured into a white oval casserole. 1/2 of the jello only, planting some gummy fish into the ocean and then set it out on the porch(love my second freezer/refrig in the winter) to set. Then pour the rest over once set and cool the whole thing. Make some herbed cream cheese blocks for ice floes/mountains and then set my precious penguins atop and on the ocean. Very cute to make scarfs out of roasted red pepper and watchcap hats out of small stuffed green olives--top third cut only with pimento sticking out of the top.
Technically, they look like Puffins from Alaska with the fronds atop their heads from the fancy picks used to keep them together. If you use regular toothpicks, make sure they are identified so no one chomps down on one.
