I think I have a working model right now. And it's a combination of everyone's input:
In a 12 bottle wine case I can fit 36 cupcakes (3 layers). Each layer will house 12 cupcakes with each one wrapped in foam or bubble wrap(the foam I can get very inexpensively and the bubble wrap from from my neighbor - UPS stops at his house daily) and then cushioned with paper shreds.
I also need to see if I can create the same set-up using a large flat box rate box from USPS - because these suckers are heavy!
I'm sleeping much better now
