Can I plant seeds directly in the soil when it's this saturated with water?

No, I'm not where it flooded that was downtown, but I am in the shadow of the mountains meaning we get some serious rain. I've never seen the ground is so saturated with water. I mean to the point where roads are collapsing left and right, not just landslides but the ground under the road collapsing. But in all this it's time to plant… So what to do? It's not raining today but another storm is coming this weekend.

 
In a raised bed that should be OK. As long as the soil can be dug up and crumbled

If it sticks together in clayish chunks, you need to wait a bit.

And along lower parts. Many roads totally closed or down to 1 lane. Sandbag stations here and there. At least we have a few days to dry out now.
